My dear Sh Virbhadra Singh ji

I hope this letter of mine finds you in good mood and health.

Sir I am writing this letter to you on a very petty but to me which is a very important issue. Perhaps also because I myself am an active biker. This pertains to the recent holding of a cycle rider and his cycle being confiscated for a night in police station Chotta Shimla. Sir this is utterly ridiculous that the police stopped a rider on Marina - chotta Shimla road and held him back . This also goes against the basic spirit of this town where you too have been instrumental in guiding the citizens with the slogan of "PAIDAL NAHIN TO PEDAL SAHI"  which means if you cannot walk then you should pedal in the town. Let me also remind you of a  fact that the Shimla MC and the state government conjointly have passed the city comprehensive mobility plan (CMP) which focuses on non motorised mode of transport and cycle being the foremost one. Sir your predecessor government had even announced an increment to be added to those government employees who will pedal to their offices. Not just that the previous SP of Shimla too was an ardent cyclist and a great promoter. I'm told even the present SP Shimla has bought some cycles for patrolling by police jawans. Unfortunately this incident of 9th November does not go well with the spirit of this town and must be immediately inquired into. 

Dear Sir there is another important engagement where we as a city and as a country are soon going to participate and that is the  Conference of Parties ( COP) 21 which is to take place in Paris in the month of December 2015, where apart from the national heads city governments too are participating. Shimla too is one of the participant. One of the important elements of discussion is to shift from the conventional mode of transport and to reduce the burning of fossil fuels. We as a city and I'm sure as the state government are getting international help for this task. Unfortunately such behaviour of our police will effect such help and will adversely effect our reputation in the international community. Therefore it is my  humble request to not to take it as an isolated incident but act to ensure that the reputation of this city being eco friendly and as a pedestrian and a biker city be developed .
